Donations Question

This'll probably sound like a newbie question, but what's with the donations button? I tried to donate some energon to a friend who just got on, but the button don't show. Is it 'cause she's in a different alleigance, or what? :MUTIE: :HUNTER:

Can we rectify that? I'll gladly pay any Bot commanders to come out of the arena and in to my missions should that offer them some incentive.
