I'm not sure if Lucas or Bay would have been better. Probably less frantic action, less shaky camera work for Lucas.

The camera work would have been less shakey and the chase scenes easier to stomach but he'd insist on the entire thing being blue-screened and the dialogue would be completely wooden. He's helped revolutionize the special effects industry, granted, but up until The Phantom Menace he hadn't actually directed a film in 20 years and it really shows. Plus he constantly tries to inject humor into scenes and it feels like an elderly person making jokes; they're not funny at all but you're compelled to force a smile out of sympathy.
